NASPL & NCPG Announce Enhancements to Responsible Gambling Framework Certification Program

Rolling submissions now open for Levels 1–4, including new Commitment Level certification
CONCORD, Ohio (March 18, 2026) – The North American Association of State and Provincial Lotteries (NASPL), in collaboration with the National Council on Problem Gambling (NCPG), today announced significant enhancements to the Responsible Gambling Framework (RGF) Certification Program. The updated program introduces a new entry-level certification, an improved submission system within the NASPL Matrix, and continued reciprocal certification opportunities with the World Lottery Association (WLA).
Together, NASPL and NCPG remain committed to advancing responsible gambling standards and supporting lotteries across North America in strengthening player protections, transparency, and public trust.
Introducing Level I Responsible Gambling Framework Entry Certification: Commitment Level
To broaden participation and recognize foundational commitments to responsible gambling, NASPL and NCPG have launched a new Level I RGF Certification.
This Level I Commitment Certification is available to lotteries that demonstrate:
Verified participation in Problem Gambling Awareness Month in March.
Verified participation in the Gift Responsibly Campaign in November and December.
A formal declaration or proclamation from a governor, premier, or lottery director affirming support for responsible gambling initiatives.
Importantly, Level I Commitment Certification is complimentary, and no fee will be charged.
This new level provides lotteries with an accessible pathway to formal recognition while reinforcing industry-wide engagement in responsible gambling awareness efforts.
Enhanced Submission System
Lotteries will now access a brand-new submission system and updated certification materials through the NASPL Matrix. The streamlined process is designed to provide greater clarity, improved documentation management, and a more efficient review experience for applicants and assessors alike.
Continued WLA/NASPL/NCPG Reciprocating Parallel Certification
NASPL and NCPG will continue to offer reciprocating parallel certification in coordination with the WLA, further aligning international standards and reducing duplicative efforts for participating lotteries.
Certification Process Now Open!
NASPL and NCPG are now accepting certification uploads for Levels I through IV.
The certification process operates on a rolling deadline, allowing lotteries to apply and upload materials at any time during their certification expiration year.
