Something Big is Rolling in Georgia
When the Entire Scratch Game Portfolio Hits the Jackpot

A competitive challenge calls for going BIG.
Scratch-Off games have always turned a small moment of anticipation into immediate fun for players. But in Georgia, the competitive environment around that fun continues to evolve. Player spending is shifting online to eInstants—where progressive jackpot games have emerged as the big sellers. At the same time, Georgia players are enjoying jackpots at coin-operated amusement machines at many lottery retail locations across the state.
The Georgia Lottery and its longtime Scratch-Offs partner, Scientific Games, saw an opportunity to compete on something more fundamental than digital convenience, flashing lights and spinning reels: the excitement of watching a jackpot grow and grow. The question was how to bring that energy to the retail Scratch-Off category without changing what players already know and enjoy about the games.

The answer was Rolling Jackpots, an industry first-of-its-kind, category-wide second-chance experience. It marked the first time in Georgia Lottery history that players could enter any non-winning Scratch-Off ticket for a chance to win a monthly rolling jackpot. Players now had a second way to win—with every Scratch-Off game at every price point.
From one family of games to the entire portfolio
Rolling Jackpots builds on a concept tested by Scientific Games in 2020 with a family of games. Player participation signaled that the jackpot idea had potential.

The 2026 vision was far more ambitious: move beyond a limited family of games and make rolling jackpots a recognizable promise across the Georgia Lottery’s entire Scratch-Off category.
At launch in February 2026, approximately 60 games were already in market. The new Jackpots Galore family, designed and produced by Scientific Games, introduced the promotion thematically and debuted a distinctive Rolling Jackpots logo.

Yet the core value proposition had to be unmistakable: every non-winning Georgia Lottery Scratch-Off (logo or not) was eligible. Player, retailer and sales-team education reinforced that message from the start.
Now, every newly released Scratch-Off carries the Rolling Jackpots logo in the upper-right corner, with promotional details on the back. The logo borrows the glow and theatrical appeal of a classic Las Vegas jackpot sign, creating a consistent visual cue that can travel across themes, price points and play styles. It turns a diverse portfolio into one connected experience without diminishing the identity of any individual game.

Engineering a growing jackpot without compromising the game
A bold player proposition needed an equally disciplined prize-funding model. Georgia Lottery has long funded second-chance promotions through game prize structures. For Rolling Jackpots, the teams determined that allocating a minimal amount from every Scratch-Off game, drawn from mid-tier prizes, could fund steady jackpot growth while preserving meaningful instant wins at each price point and avoiding an increase in overall payout.
The result is a monthly prize package designed to create both headline excitement and broader winner reach: one rolling jackpot winner, one $5,000 winner and 25 winners of $500. Jackpots start at $10,000 and grow with Scratch-Off sales, giving the entire category a shared prize story while protecting the performance and player experience of individual games.

Making the idea impossible to miss
Because Rolling Jackpots introduced a new behavior, the multi-media launch campaign (TV, radio, social media and point-of-sale) had to educate as effectively as it entertained. The rollout began by building curiosity with the teaser, "Something BIG is rolling our way," followed by "A New Way to Win" and finally the full reveal. A giant rolling cash ball carried the visual idea across the state.
At retail, the message appeared on point-of-sale materials, vending-machine attract screens and digital menu boards, creating an in-store takeover around the new value proposition. Broadcast extended the story, generating 3.1 million television impressions and 1.4 million radio impressions. Across every channel, the message remained simple: play a Scratch-Off, and even a non-winning ticket can keep the possibility moving.
A digital bridge built around existing player behavior
The innovation also connects retail play with an established digital relationship. Players enter through the second-chance site managed by Scientific Games or the Georgia Lottery mobile app using a Players Club account. They can review active promotions and rules, check winners and entries, and watch the jackpot roll in real time on desktop, mobile web or the app. Even the animation responds to the prior day's sales: as activity builds, the jackpot appears to roll faster.

Behind Rolling Jackpots is Scientific Games’ Ensemble platform, the digital foundation that turns a retail Scratcher into a connected second-chance experience. Ensemble links ticket entry, player data, and progressive jackpot functionality so prizes can roll and grow with Georgia Lottery Scratcher sales.
Importantly, the entire experience fits the way Georgia Lottery players already engage. 80% of participants scan tickets through the mobile app. That ease of entry helped Rolling Jackpots do more than support a promotion; it created a compelling reason for retail players to join the Players Club and begin a deeper digital relationship with the Lottery.

Early momentum—and a model for portfolio innovation
Within three months, players had entered 3.4 million tickets and the program had brought 8,055 new members into the Players Club. An eight-week pre- and post-launch comparison showed a 9% sales increase, with gains at the $2, $5, $20, $25 and $50 price points. The results were especially meaningful against the original goal of strengthening lower-price-point performance and reengaging lapsed players.
Rolling Jackpots demonstrates that innovation does not always require replacing the core product. Sometimes it means seeing the portfolio as a platform. Georgia Lottery and Scientific Games took a player motivation proven in digital games, translated it for Scratch-Offs, and connected approximately 60 games through one clear, growing promise.
For lotteries considering how to keep the Scratch-Off category fresh, the lesson is powerful: innovation can live beyond the individual game. By aligning prize strategy, ticket design, retail execution, marketing and mobile engagement, a familiar Scratch-Off can become part of a bigger story—one that keeps rolling long after the ticket is scratched.
