Senior Marketing Specialist, California Lottery

Janet Dunlop’s accomplishments and attitude are difficult to capture in one page, but this summary aims to offer a flavor of the incredible value Janet provides the California Lottery and its beneficiary, public education.


Janet joined the California Lottery in 2012, bringing extensive and unique experience from her private sector background. Just some of her terrific talents include media management, creative sponsorship execution, and navigation of complex negotiations.


As the lead of the Lottery’s Promotions & Retail Marketing team, Janet heads up the planning, development, and implementation of a variety of promotional programs geared towards players and retailers, including the revival of the California Lottery’s Fairs & Festivals program, retailer spin-the-wheel events, and gaming system promotions, as well as special retailer promotions that support instant-win game activation and stock management – along with much, much more.


Most recently, Janet has been instrumental in the development of a new marketing sponsorship program with California’s three NFL teams: the San Francisco 49ers, Los Angeles Rams and Los Angeles Chargers, marking the California Lottery’s first return to professional sports sponsorships in over 10 years. She has coordinated with internal stakeholders and worked closely with the Lottery’s promotions agency on each sponsorship package. She has navigated through the challenges of working simultaneously with all three teams, meticulously going through every detail to ensure the Lottery is maximizing the value of the team partnerships, while still meeting marketing objectives.


In addition, Janet’s team has experienced several long-term vacancies, including a manager and senior marketing specialist. Janet has stepped up and tirelessly taken on additional retail marketing responsibilities that support the California Lottery sales team and its 23,400-plus retail partners throughout the state.


And to make her job even more complex, the California Lottery’s promotions unit is often subject to rigorous internal and external audits. Janet works very closely with the Marketing managers on all audit responses, as well as the implementation of corrective action plans to help reduce future risks, increase internal controls, and improve documentation.


Janet is an excellent mentor and go-to resource for all her California Lottery colleagues, and at any event, she brings her boundless energy to engage players and bring lottery excitement to life.


For all these reasons – as well as her tenacity, and perseverance, and willingness – Janet is an exceptional candidate for the NASPL Powers Award.
