As the Lottery’s Chief Data Officer, Debbie has demonstrated exceptional leadership, innovation, and dedication in leveraging data to drive business growth, enhance operational efficiency, and foster a data-driven culture within the organization. Not only does Debbie possess a deep understanding of data management, data architecture, and data analysis tools, proficiency in data governance, data quality, and data privacy practices, she also serves as an agency historian of sorts with over 30 years of experience in Lottery information technology. She has been the cornerstone on projects like multiple gaming system conversions, the design and development of our current prize payment system and the procurement and implementation of a new system, countless website initiatives, establishing and maintaining requirements for internal control system, all lottery reporting systems, and lottery banking files and feeds.

She was instrumental in working with our vendor, IGT, over the past year to develop the Lottery’s new claims and payment system.
She acted as a vital participant in the planning of a mobile claim solution for players and a kiosk solution for district offices, while integrating it with a newly overhauled player database/interface to rollout in the upcoming years.
She was a thought-provoking contributor to the development and rollout of the Lottery’s updated processes and procedures to handle promo books and lost, stolen or damaged books through our instant ticket vendor, Scientific Games.
She has overseen, within the last year, the resolution of various issues connected to the Lottery’s Quick Ticket product, game enhancement launches, public record requests, and other product and promotional game launches.
Debbie’s ability to effectively collaborate with cross-functional teams, including sales, IT, marketing, and finance, to integrate data initiatives seamlessly across the organization, is one of her most effective traits. Her influence extends beyond data management, as she is respected by her peers; frequently, projects just cannot progress without Debbie’s insight and input. Her expertise in driving organizational change and fostering a data-driven culture, along with her skills in managing resistance and facilitating smooth transitions, make her a truly phenomenal leader.
Every day, Debbie’s dedication to the Florida Lottery is on full display ensuring that every department, not just her own, has everything needed to succeed. Her support doesn’t stop at the end of the day either. Debbie provides seven-days-a-week draw processing support to Lottery Operations and Games Administration, often in the wee hours of the night. They rely on Debbie’s sound judgement, knowledge, and experience to navigate any anomalies. Because of her efforts, the Florida Lottery has been able to increase sales and transfers to education, and that is truly what makes Debbie so deserving of this year’s NASPL Powers Award.
