As lotteries expand digital offerings such as iLottery, responsible gaming considerations increasingly span both enterprise‑wide operations and channel‑specific digital environments.
Responsible gaming (RG) programs have long been fundamental to the operations and growth of lotteries and the communities they support. As digital solutions expand, they introduce new opportunities for U.S. lotteries to modernize both technology and operations, while also raising expectations around player protection.
At the same time, player expectations are continuously shifting. Players increasingly expect access to features that help them manage their gameplay, such as spending limits or play-time reminders. In support of this, a study conducted by Aristocrat Interactive and completed in a U.S. market found that approximately two‑thirds of consumers expressed interest in using at least one responsible gaming tool.
This finding aligns with broader independent research. A 2023 study conducted by Aristocrat Gaming in collaboration with the University of Nevada, Las Vegas, found that most players across the United States, Australia, and Canada indicated a willingness to use responsible play tools—particularly spend and time limit features. While the research focused on land-based slot machine play, the insights reflect broader patterns in player expectations for accessible, integrated tools that support informed and sustainable play across channels. Industry research further reinforces this trend. According to a September 2025 report by the American Gaming Association, 87% of past-year gamblers say it is important for the gaming industry to promote and encourage responsible gaming among its customers. The same research found high awareness of operator‑provided responsible gaming tools and strong belief in the effectiveness of features such as deposit limits and reality checks, underscoring growing expectations that responsible gaming be an integrated part of the player experience.

Within this evolving landscape, lotteries must extend RG foundations into digital environments in ways that are long-term, practical, and scalable. This has led to greater emphasis on working with iLottery suppliers that provide a strategic enterprise approach to responsible gaming. This model helps support the responsible expansion of iLottery programs while reinforcing player protection, regulatory confidence, and building long-term public trust. It also aligns with a broader industry focus on player well-being, organizational accountability, and sustainable program growth.
The long-term value of an enterprise RG strategy
As lotteries increasingly “go digital,” RG becomes less about individual tools and more about how those tools are designed, implemented, and reinforced across an iLottery supplier’s overall offering. An enterprise approach supports not only the consistent availability of responsible gaming features, but also their effectiveness over time—helping drive awareness, appropriate use, and ongoing refinement based on player behavior and program insights.
An enterprise approach involves embedding RG into a supplier’s core business processes, including product design, operational workflows, and organizational decision-making. It also requires alignment across functions, from compliance and marketing, to customer support and product teams alike.
At Aristocrat Interactive, this approach is reflected through our Empowering Safer Play (ESP) program (as outlined in our latest Aristocrat group Sustainability Report), which consolidates governance, policies, training, and operational practices within a unified framework. The structure supports coordination across disparate teams while allowing for ongoing refinement as regulatory expectations and industry insights continue to evolve.
And, as digital experiences change over time, this model can help create a more cohesive and scalable approach to U.S. lottery RG programs.
Strengthening RG through governance and oversight
An enterprise approach to responsible gaming is reinforced through clear governance and oversight structures that translate RG principles into day‑to‑day operations. This includes executive‑level visibility into RG strategy, defined ownership across functions, and centralized oversight to support consistent implementation and monitoring.
For lotteries operating at scale, this helps establish clear accountability for RG‑related outcomes, integrate responsible gaming within broader enterprise risk management frameworks, and maintain consistent policies and controls across digital and retail channels. A risk‑based approach further supports ongoing assessment by monitoring long‑term player behavior and informing adjustments to tools, operations, and supplier practices as digital environments and regulatory expectations evolve.
Translating strategy into execution: making RG practical
While national standards support consistent state-level responsible gaming strategies, translating those strategies into practice requires iLottery suppliers to embed responsible gaming across both their operations and offerings.
Several Aristocrat Interactive capabilities support this, including:
Embedded controls
Responsible gaming features can be integrated directly into the player experience, supporting consistency across devices and play channels. Examples of this include self-imposed limits, such as deposit, loss and time-based limits.
Managing operational risk
iLottery programs can support the identification and management of potential player risk through long-term player behavioral data, defined processes, and a combination of automated and human review. NeoSafe is an AI-based tool that helps to detect problem gambling tendencies based on player behaviors. Detecting these tendencies allows for early intervention, such as reinforced player education and awareness, on the tools available to them to help curb these tendencies.
Player-centric design
Responsible gaming measures can be built into the player journey, taking a player-centric approach that supports informed and sustainable play. This includes offering players the opportunity to set play or spend limits when their account is activated.
Cross-functional alignment
Responsible gaming requires coordination across teams. Customer support, marketing, product, and compliance functions all contribute to shaping the player experience and reinforcing RG principles. For example, NeoEngage supports automated messages reminding players to set limits for themselves, as well as exclusion from all marketing communication for those players in either cool-off or self-exclusion periods.
Collaboration and industry engagement
Working alongside recognized industry organizations and frameworks supports transparency and the ongoing development of responsible gaming practices.
Aristocrat’s RG framework has been assessed against the World Lottery Association Responsible Gaming Framework, and we are also a proud Platinum Member of the National Council on Problem Gambling. Through this membership, Aristocrat supports broader industry efforts focused on prevention, education, and collaboration, including participation in initiatives such as Problem Gambling Awareness Month every March. These efforts are complemented by other player-focused initiatives, like Aristocrat Gaming’s Know Your Max™ campaign, which is the industry’s first positive play campaign from a gaming manufacturer and has been empowering players with educational tools designs to promote smarter, more informed play, since its launch in 2023.
In addition to industry engagement, Aristocrat actively participates in research and partnerships that contribute to a more informed understanding of responsible gaming. This includes a $300,000 multi-year investment with the International Center for Responsible Gaming to support independent research, focused on improving outcomes in gambling harm treatment. These relationships help inform practical approaches to player protection and support the continued evolution of responsible gaming programs as digital environments, lottery and player expectations change.
Continuous improvement
Responsible gaming programs are effective when they continue to evolve alongside the lottery programs they are designed to support. This is reinforced by ongoing data measurements and reporting (like those found in Aristocrat’s Sustainability Databook), regular review of policies and practices, and engagement with trusted industry and research organizations. In turn, this enables iLottery suppliers to proactively adapt to changing player behavior, digital environments, and regulatory expectations.
RG and the road ahead: What’s next?
As iLottery programs continue to iterate and expand, responsible gaming remains central to how lotteries balance growth with their larger obligations to players and the communities that they serve.
An enterprise approach to RG provides a flexible framework that lotteries can adapt to their needs, helping integrate governance, operations, and technology in support of player well-being. Building on an iLottery supplier’s existing RG foundation that supports evolving digital experiences will help ensure a sustainable industry that is welcome in the community, while keeping pace with evolving expectations across players, industry, and regulators.
