It is a privilege for the Iowa Lottery team to nominate and appoint Jon Roth as a 2025 NASPL Powers Award recipient. His tenure at the Lottery follows a distinguished career in various senior executive roles across the retail, financial services, and insurance sectors.


In his role, Jon oversees all commercial-facing aspects of the business, such as sales, marketing and promotions, retail services, product development, portfolio management, and research/trend forecasting initiatives. He leads the Iowa Lottery’s internal executive business planning group and is a trusted and valued colleague.


While Jon’s record of accomplishment extends far beyond the current year, two primary achievements during the recognition period are of particular distinction:


The Iowa Lottery’s launch of its “Easy Play” platform

In March 2025, the Iowa Lottery launched its “Easy Play” in-lane lotto sales solution in Fareway Meat & Grocery, an Iowa-based grocery chain with over 100 statewide stores. “Easy Play” allows for print-on-receipt distribution of Powerball and Mega Millions tickets in every Fareway checkout lane in Iowa. Jon led the Iowa Lottery’s approach to integrating this solution into its central gaming system, securing an agreement from the retailer to integrate this software into its own point-of-sale software, and the in-store merchandising and external consumer awareness strategies deployed at launch.


Overseeing the development of the Iowa Lottery’s Print, Loyalty Club and Related Services RFP

Everyone in the lottery industry understands the time necessary to plan, prepare, and post a significant request for proposal. Notwithstanding his day-to-day duties and having to navigate a new state procurement structure applicable to the Iowa Lottery, Jon worked with senior leadership colleagues to inform a new strategic direction for the Iowa Lottery’s scratch ticket portfolio that manifested itself into the aforementioned RFP that was posted in spring 2025.


Jon has consistently demonstrated his value as a senior member of the executive leadership team who understands how data, research, and strategic planning spur business and revenue growth for the good causes ultimately supported by Lottery proceeds. His colleagues agree that it has been a pleasure serving alongside Jon to deliver on the Lottery’s promise to Iowans and an honor to nominate him for the 2025 Powers Award.
