Chief of Staff, Illinois Lottery




For the past eight years, Scott Gillard has served as Chief of Staff for the Illinois Lottery, consistently demonstrating exceptional performance, professionalism and a commitment to continually expanding his knowledge of the lottery business. His ability to operate effectively across a wide range of responsibilities, combined with his curiosity and desire to understand every aspect of the organization, has made him a valued asset to the agency.


Scott has led numerous initiatives for the Illinois Lottery, coordinating across departments and with external partners to ensure projects are successfully completed. The breadth of his responsibilities reflects the important role he plays within the organization. Whether coordinating the relocation of the Lottery's executive office, investigating anomalies in game payouts, or advocating for and helping develop responsible gambling monitoring controls designed to identify potential markers of harm, Scott approaches each challenge thoughtfully and proactively.


As Chief of Staff, Scott also works to anticipate the needs of Lottery leadership and develop plans that keep the agency ahead of its obligations.
